How about not even considering the use of drugs as an excuse. Maybe we should just simply consider the persons actions....if they cause any civil or criminal infractions, they would not have the excuse of being under the influence of anything.

They would simply have to take responsibility for whatever actions they caused, and be penalized just as anyone would, whether they were under the influence of a substance or not.

If they murder, rob, rape, etc, there would be NO excuse this way. They would have to pay whatever penalty that is judged they pay.

We can't have it both ways.
