If the administration can simply stand on the principle that the commander in chief always has the latitude to decide what is necessary in wartime and ignore any rule or procedure that he likes, they will have carte blanche to cut corners or simply ignore the Constitution whenever it suits their purposes. Since as you noted, this "war" can never end. It's a power-hungry politician's wet dream. Totally against the spirit of the Founding Fathers, but hey, they never faced "jihadists" so what did they know?
