I want to be able to punish people who spy on US citizens without warrants. I think being able to impeach them, or fire them, or punish them in other ways, will do very nicely.

If you are relying on warrants to protect you from the big, bad government, you might as well hold up your hand to protect yourself from a gun. It's useless, just a feelgood exercise.

Not So, If you require warrants then a judge gets to find out who the goverment is planning to go after, and hopefully rein in excess. If you require warrants and the officials don't get them it will eventually be found out. There are a lot of people involved in snooping and they aren't completely invisible. In this scenario the lack of warrants reveals the character (or lack thereof) of the officials. To preserve democracy it is necessary to take further steps, the warrants by themselves won't stop a corrupt government, only tip it's hand.
