With a budget at 2 and a half trillion and growing that is hardly a "machete budget", it probably doesn't qualify as "a scalpel budget". I think the point of the article is that the meager savings are coming from those that can least afford it, while there is NO sacrifice from the wealthy. You must have missed the point. It's a manipulative tax strategy and social engineering that will continue to expand the growing income gap in the country. A good thing?
