"Why only Wal-mart and the three or four other companies that employ more than 10K employees in Maryland?"

Or ones with 2500 or 5000 employees. I dunno. That is a Maryland concern.

Clearly Walmart is being subsidized. Whether it is by design or not, that is the case.

Why not cut out the middleman and just hand those tax dollars over directly?

Why only Wal-mart and the three or four other companies that employ more than 10K employees in Maryland? Why not all companies?

One reason: a smaller company doesn't have the depth of finances to handle the cost of health insurance that bigger firms do. Many startups rarely make money before their 5th year.
