The best way to inject money into the economy is to give it to Goldman Sachs, that way it will be distributed as a year end bonus to thousands of employees.
Ferrari plant in Italy would run 24/7 for years to come and Manhattan apartment prices would soar so high it would be a sight to behold.

Why cant the government take the money and spend it directly on social programs or other gubbment waste?"

They can and they did in Japan with both fists, but the recipients of the social programs/gubbment waste just increased their monetary base/savings in the bank or under the mattress. This is where the money stops, and velocity collapses.
