Actually Taro is right. $500k tax free is a lot of seed money and incentive to move to the coasts. That started in 1996. Signed by Clinton and Congress. Granted...after 9/11 Greenspan poured gasoline on it. Clinton, was obviously hoodwinked by the lobbies that be. He was a pretty sharp guy...so I'm surprised he didn't have more foresight.
The joke is, Bush, in a twisted way takes credit for home ownership.

The housing "bubble" if any was set off by Clinton, the same man who gave away US space technology to the Chinese.
