There is only one compelling incentive, money/jobs. Cause/effect. Eliminate the jobs and you eliminate illegal immigration (and as a side effect improve the pay for US workers). A few Mexicans may or may not cross the border to drop a baby... but that not the bulk of the problem.

Stop the employers. It's illegal to hire illegals. It's not complicated... until you get the...

I'm no lawyer, but what country would the baby be a citizen OF?
Would that country accept that a baby born in this country is one of THEIR citizens?
