I don't think that is what you meant when you spoke of energy is it? Gore got blasted for gas taxes too, what $4 a gallon? Yet it took Bush to get it to $3 a gallon and that was without taxes! LOL

The only two serious attempts at energy independence have been from Democrats, Carter, then Clinton/Gore. Both were defeated by Republican opposition.
