I'm sure some government drone had the job of translating those documents at some point. It's not like translating German to English is breaking a code or anything fancy. In any case, the coal to oil technology has been refined since then, similiar to tar sands to oil. The Governor of Wyoming is a big proponent of using coal for oil, because his state has so much of the black stuff. I think he also said about $30/barrel was the cost for this process, so with oil at $69/barrel you might start reading about new coal to oil plants. There's still a lot of coal in PA and WV that has not been taken out of the ground. Of course, coal is also a safety issue these days with the recent accidents.
