I don't believe in industrial policy imposed from the top down. It always makes things worse.

Dont you think that 9/11 should have changed something in his thinking on energy policy?

Don't see the connection the 9/11 attack and our country's energy policy. AQ did not attack us because we were buying Saudi and Kuwait oil.

Bush submitted a comprehensive energy plan to Congress in '03, I believe. They have yet to do anything. Except, of course vote against ANWAR.

And accept, then give back, moneys from the tribes and Abramhoff. :-)
