For most of my career Smokey did not have a law enforcement arm and did not really need one. It relied on the FBI for criminal investigations and so forth. Then 25 years or so ago it got a whole organization of people who were qualified at Quantico and carried iron. Other agencies also have their own armed police, and together they are a sizable force. I think that was the plan in the first place, to have a large, stealthy federal police force that could be mobilized quickly by just gathering together existing units from the various agencies.
