No, but if you think there wasn't several someones taking notes and generating reports and memos, you have no idea how government works.

But, ok. Let's take your thesis at face value. Under what principle or law would the Clinton administration taken and tried bin Laden? True, he was suspected of funding terrorism, but the proof was really thin. Which is why the Clinton administration was trying to get Saudi Arabia to take him, the Saudis did have a variety of laws they could nail him on. Which is why UBL left SA in the first place.
