Actually, Clinton could have created that new Cabinet position to manage all of his scandals and Bush would made it even better as the scandals are even more serious under his guidance. In the case of Republicans, there might actually be a hidden reason for them to want to engage in scandals and make the government look bad, as it furthers their agenda for making the government seem ineffectual to the American people, so people don't look kindly upon government.
