I think it's a bit much to expect me to know how the IRS handles tips. It's hard enough to deal with the tax laws that apply to me. I shouldn't have to know anything about rental property taxes if I don't rent property.

And are you sure that they tax tips at fifteen percent? Maybe that's just withholding, not the actual tax paid. That would make sense. Taxing tips at a flat fifteen percent doesn't.

"Ignorance of the law is no excuse", in the sense that if you violate the law you still get punished if you say (or even if you could somehow prove) that you didn't know the law.

That doesn't mean that ignorance of the details of complex laws might not be an excuse outside of the decision of guilt or innocence by a court.

In this hypothetical case there is no violation of the law, let along a court case, so "ignorance of the law is no excuse" really isn't relevant. I don't think it is reasonable to count it against someone if they don't know all the possible legal implications of their actions or possible actions on other people, esp. when you consider how complex our system of laws is. I wouldn't count it as a moral failing or a irresponsible action if someone doesn't have a team of lawyers following them around at all times.
