Mecca is a specific city in Saudi Arabia, not some fabricated collective abstract view of Muslims. Non-muslims are not allowed in Mecca. The bases were not in Mecca.

A better analogy would be if the Saudis built a huge military base in Phoenix at the same time that the Chinese army was invading Mexico. The US bases were built there to stop Saddam from making Saudi Arabia his follow on step after Kuwait, and were greatly welcomed by the Saudi dictatorship at the time.
