Iraq is expensive because W made such a mess of it. Unlike Iraq before W botched it, Sudan has long been a hotbed of Islamic extremism. Now Iraq is maybe sort of a hotbed of Islamic extremism, but why is that? Who are you trying to kid? Iraq at least had some semblance of infrastructure, broken down as it was (and still is to a lesser extent). Btw, Sudan has oil and is a major client of the Chinese...
