Whether they have the legal authority or not has ceased to matter at this point (imo). The stubborn unwillingness to accept that a large number of the electorate is disturbed by the manner in which this was done and questions the process, and the refusal to ask for changes to the program if indeed it wasn't functioning properly even if they believe they WERE justified, is exactly the attitude that has destroyed belief in this admin. for a great number of voters. It's plain arrogance.
