All developed countries have adopted some government market intervention when there is clear evidence of market failures.

A pure capitalist free market system would simply collapse.

It isn't that it will increase the tax base so much as it will increase the reelection chances of those doing the confiscation and redistribution. The property rights don't shift to society at large, but to business interests who have the capacity and will to dwarf private contributions to election campaign warchests. That, at least, will help make gov't at every level of society the same -- bought and paid for by corporations.
