Have the chimp Caesar seed all the agencies with incompetent "Brownies", then, when they inevitably fail, use it as "evidence" that government doesn't work. The chimp Caesar can then justify bugetarily strangling the agency in the next budget because it's not "performing"! A sweet little self-fullfilling prophecy! In reality, the agency that has failed the worst is the executive...
