Excuse me, but it was you who implied he must have. I never suggested such a thing myself, just built on your statement.

As for your next question, it seems better to ask why should anyone be writing as if Bush misused the eavesdropping when plainly, there is no evidence of that to date? They do this because of a bias which inevitably breeds an undesirable distrust.
