Nixon ran on a platform that the reason we hadn't won in Vietnam was we were operating under too many arbitrary rules. And that is what he did. It didn't work, and it probably couldn't have worked. But he tried it and had the brains to recognized that it wasn't going to work. So he started the negotiations, while still keeping pressure up to keeps the talks focussed.

As it turns out, it would have been better if he started negotiating from the beginning. But he didn't. He does deserve credit for realizing that, while we weren't losing, the costs of winning was going to be extremely high. So he got us out.
