We really have no way of knowing. But since a majority of people no longer trust George Bush in general, giving him unfettered and unaccountable power is especially absurd.

Now if he had built political support over the last five years and had the 60%+ majority he needs in Congress and the public, he could have survived a revelation like this without a scratch.

A lot of folks don't want to admit that Bush is a borderline marginal politician at best.

There is no evidence that George Bush has ever used domestic spying against US political opponents, as Nixon did. I believe the reason he gets majority support in the polls is that most people believe his explanation that he is using it as part of his foreign intelligence surveillance powers.

If evidence ever emerged that he was spying on Democrats for political purposes, I think popular sentiment would change in a flash.

I think that people who are saying "just like Nixon" aren't old enough to remember what Nixon was like, or just who was on his enemies list.
