I think what I would do if I were the President, is call each and every one of the Congress together, give them each a paper with a special marking on it, and one thing that would be different on each paper. If it is leaked, right away, the President would know who leaked it, and that would be an offense against the Country, per our current and past National Security laws. Treason is Treason, no matter what kind of frosting some want to put on it.
