I'd count the trade and especially the budget deficit as huge negatives. And that's before getting into the chicanery around unfunded non-discretionary spending.

Difficult to quantify is the damage done to the US's foreign image and influence, not just in the ME but with the rest of the West, with China and with Russia. I genuinely doubt that either has improved during Bush's reign, although ME/Iraq actions aside that may not be his fault. I can't see it going as a positive.
