OK, this is all very OT.... especially given my original quip stating that we (UK) took out the Fr fleet from sheer force of habit.
Nominally neutral, maybe - I don't know if it formally declared war or was declared as an enemy. But Vichy certainly didn't do anything that Germany didn't want it to do; for example it was (as is now proven) all too eager to send railcars full of Jews out to... well, whatever their fate was to be, to be honest I doubt they knew or cared. The destiny of a state like that is to be trusted by no one.
Certainly France could have resisted far more effectively, at a far higher cost.
