We can no longer assume that they deserve civil rights if they are not going to play by the rules. They are playing by a set of rules determined by psychopathic assumptions. The problem, not to mention the legal brouhaha this proposal would create, is that not all of them fail to play by the rules. Not all Muslims are head choppers and not all deserve to be discriminated against. A tough, tough problem which I unfortunately think they will solve for us once Iran explodes a nuke. If you think the rules changed after 9/11, watch them become totally different once that happens. In any event, I think that we will strike the Iranian nuclear facilities after the November elections, after which all hell will break loose.
