The word is "define". When congress gave him the power to go after bin Laden they were not too specific about it. Junior "defines" the power they gave him as to be all encompassing. They said he could go after the people who attacked the World Trade Center with all of the power we possess. This is why you kept hearing junior say things like "if you harbor terrorists you will be a terrorist in our eyes". If junior stretched the wording of what congress told him he could do far enough he could attack England, France or Germany or any country just by saying there are terrorists in the country in question and the government is harboring them. There are probably more bin Laden sympathizers and members in the US than there were in Iraq before he attacked them. Junior has already stretched his war powers pretty far by ordering the domestic spying. The republican congressmen are prepared to forgive him for that and make it legal instead of the stretch it is now. If somehow it comes out just how much spying junior actually authorized and the names/number of the people spied on and all of the different ways he has had them spied on besides just phone calls I think juniors quail/goose is cooked. If congress really gave junior all of the power he is trying to make people believe he was given he could order me or you to be thrown in jail for the rest of our lives and never to see or talk to another person. We would just disappear. For that matter he could have us executed without having to prove we did anything. All he has to do is say we are terrorists.
