Can you point to examples in the world, now or in the past, where government-mandated and controlled investment created long-term steady employment for a locality over several generations?

Your assumptions basically seek to repeal the business cycle and natural economic evolution, so I am curious to see if it has ever been done successfully.

I'll skip the easy route of citing how awful communist industrial development was, no matter where it was tried.

Quick question. The clothes you are wearing right now, where are they from? Do you buy American? Wearing shoes? Where are they from?

A decent pair of Khaki pants cost about the same today as they did 20 years ago. A pair of dress topsiders aren't that much more expensive (maybe even cheaper) as they were 15 (maybe even 20) years ago. The reason for this, is that most pants and Topsiders are no longer made in the United States. Now you can still buy American made deck shoes. And you can still buy American made khaki pants, but they will cost you more. If you don't want American manufacturing to shut down, then buy American. If the jeans you've worn for years are no longer made in America, then stop buying them and switch to a brand that is. If your sneakers are no longer made in the USA then find a pair that are. MultiNationals aren't stupid, if enough people start doing this, they'll move more manufacturing back to the USA.
