They are still not an intelligence organization. They are more like cops and search-and-rescue in boats. Not that our inteligence organizations are so hot, as has been proven repeatedly, including on 9/11/2001.

The Coasties boarded a fishing boat I was on in the Gulf of Alaska back in 1995. They were quite efficient, sending a Zodiac alongside and a boarding party of two on board to check the vessel papers, make sure everyone aboard was properly licensed, etc.

First class in every respect.
