Not if you're Saddam Hussein. Saddam went to great lengths to preserve his fighting forces in the first Gulf War: burying his Air Force in the sand, retreating his Republican Guard from the southern border, etc. He's a big believer in living to fight another day, evidently.

People believe in all sorts of obviously false things.

some people even believe the Iraqs would fight with bio. weapons vs move them and run. some folks are still trying them to how to fight. Ah, but give them a pay check and they run.

Unless you believe that you can beat the invader in a prolonged insurgency and return to power. If you use the weapons then, the whole world will come down on you - your enemy will be vindicated and you will never return to power.

There is every indication that Saddam still believes he can play the game yet and return to power.
