What, are you worried the captain might turn terrorist, and, uhmm, ram the port? If that's your concern, at least his company would own it and have to repair it. If your concern is larger than that (the nuclear threat), then having a Dubai based company run the port is about as safe as you're going to get. The reason is that the local population there is going to be a hell of a lot better at sniffing out Al Qaeda terrorists than a British company. Dubai is BOOMING economically, and the incentives to keep terrorist incidents elsewhere and to not have the UAE involved at all is huge. But I still don't see what Arab management of a company in the UAE is going to have to do with operating a unionized port in Baltimore. There are NOT going to be loads of dudes in turbans running around the port moving boxes around! :-) The UAE is among the richest per capita income countries on the planet - these people do not do labor. To what extent would the port operator would have anything to do with moving nuclear material into a port? I'm not even sure they would have anything to do with it other than scheduling arrival, departure, loading and unloading of boxes. They have no idea what's inside (that's custom's job, or the shipping company's job). But you're the guy who thinks 25% of Dubai is made up of Iranians, so why am I bothering....
