In the modern world, it is very much a dollars and sense question. People all select their occupations, with greater or lesser risks which go along with those jobs. Military jobs aren't even particularly risky other than in unusual circumstances such as a large war, in which case civilians seem to be at greater risk. Rule number one for military people is to protect themselves, even if a bunch of civilians go down the gurgler. Can't be too careful you know.

Soldiers evaluate the risks, as we all do, and figure the fun of the job and the rewards are more than adequate to compensate for the risks.
