Isn't that social/tax manipulation? Raising taxes to reward behavior that somebody deems in in the public interest?

Certainly not free market or libertarian.

This has been kicking around the science fiction community for a while. I think it is a great idea. The history of prizes like this is fairly long and has produced great results. If nothing else, it sets goals that people can dream about.
