Iraq was never a clear situation because Bush-Cheney lied about the WMD intel. They intentionally muddied up everything. They also accused anyone who doubted them of being un-patriotic and the voters were buying their BS.

The war powers vote was not a vote to invade, it was a vote to be able to invade as a last resort. It was also a no-win decision for Kerry, who knew they were going to invade no matter what. So he simply vowed to hold Bush to his promises and held his feet to the fire when he broke his promises.

"There is a right way and a wrong way, and Bush took the wrong way"

"Only go to war because we HAVE to, not because we want to".

"Take the time to exhaust all diplomatic efforts, all inspections, then take time to prepare, prepare, prepare before going in, to maximize security for our troops".

That was Kerry's position. And he was right. Simply leaving Saddam alone was not a good idea either.
