One of the problems with chicken-and-egg situations is that some people see only chickens and other people see only eggs. I completely agree. But one of the many fascinating aspects of those studies of poverty at Wisconsin was their attempt to use research designs to untangle them. As you, no doubt know, that kind of analysis on ongoing social issues is unusually trying. And the math used to do so is not up the logical weight it's asked to carry. So places like Wisconsin tried to move more toward the actual design of research rather than the design of the analysis.
