The problem is that bit with the Brits in southern Iraq. Remember when the local people found the Brits dressed up like them? They tried to hand them over to the local militia but the Brits came and rescued them by breaking down the local police station?

It's that kind of suspicious activity that breed more suspicion.

Ditto the assertion that the inspection teams in Iraq were hampered by the CIA's insistence they be used as a front for spying.

More suspicion.

Then again, if there wasn't suspicious activity there wouldn't be the NSA, the CIA and the like.
