Maybe the Intel server chips were not all that good at the time, but they where sold as chips for servers and a lot of people bought servers that contained those chips. Many box makers (including all of the tier one makers) didn't consider AMD at all back then for servers. Intel could sell large cache PII's and P3's for a bundle.
