If one wants something to grow, and to profit from that growth, then first someone must plant some seed. I see the reconstruction of the gulf coast as essential to the nation. Some of the seed money should and will come from private sources, but the government should make sure that all basic needs are fully funded. The seeding of the Gulf Coast if you will. This investment will be paid back in growth and increased taxes returning to the government coffers.

As for the common defense, we've gone way beyond that. Our army, navy, marines and airforce girdle the globe. That's not defense...it's offense. Pre-emptive wars are not part of the common defense of the United States of America. And there's no provision for an air force in the constitution either.

It also limits funding of troops to two years. If you want to strictly interpret the constitution then do so across the board.

Let me query further. If a large bomb went off and wiped out a city and displaced a million or more people, killing thousands, then congress could fund emergency aid and reconstruction needs.

If a large hurricane hits and wipes out a large city displacing millions, killing thousands, then congress should stand by with their hands tied? No emergency aid? No reconstruction? Because this would be socialism?
