I agree with your analogy but disagree with the involvement of the Federal government. It is up to State and local government, along with charities and private insurance.

Most states do not have the funding, nor the borrowing power. I believe that California recently crossed that line under Arnold.

The gulf coast serves the entire south land. Where do you think the corn and wheat from the great midwest get shipped from and through? The industrial output of the upper midwest? Where do you think the great jazz music comes from? Who else in the world knows how to throw a Mardi Gras? Where is the sea food center of the south east? Is there another more important oil and gas region?

When the federal government steps into help the Gulf Coast, they step up to the plate for every American and every state in the union. United we stand...divided we fall.
