Not sure if that would be effective iin this case. Saddam and OBL are unique, recognizable targets (although the Iranian leader who denies the Holocaust is now somewhat recognizable). Israel's targeting of Hamas and other terror leaders has not had the desired effect. Other leaders have risen, the goals of the organizations have not changed, and the strikes have in fact fomented their followers. In the end, I believe such action hurts moderates and helps radicals.
