Do you have evidence that targeted attacks on leaders are effective? I suppose hitting a master bombbuilder would have a short term effect, but they always seem to have someone else ready to step up to the plate. Assassinations seem to produce a backlash. Remember what happened in Lebanon, and Chile. Unsuccessful attempts can harden an enemy for decades, like Castro. I'm not convinced we'd do more harm than good, except in cases like Saddam and OBL.
