You can't change the number of characters or outdoor maps. They are fixed in the demo file. Nobody makes their own demo file, it probably has a proprietary format. The demos directory contains a bunch of demo files, one of which is named...

Granted, other demo files do exist -- the reference you gave mentions one of them.

All you can change are eye-candy, filtering, and detail settings, as shown on the page you provided. And since the Sharkey tests used the highest detail settings, it's difficult to imagine anything that could slow down an FX-60 by a factor of 2.
