No, because they harbored AQ, gave it aid and assistance. And refused to turn OBL over when we demanded they do so after 9/11.

Seems rather obvious to me, don't know why you have to ask such a question.

No the Taliban were responsible for the acts of al Qaeda, because Al Qaeda became an arm of the Taliban military.
