What is now called Al Qaeda, at that time known as the Muslim Brotherhood, was well established in Afghanistan when the Taliban was still in diapers -- in fact, the US CIA and the Brits helped arm them.

I don't believe this is disputed, although the CIA disputes giving any assistance to bin Laden himself, who was at that time perceived as a spoiled rich kid trying to buy his own army.
