No, I'd have used the exixting army, instead of letting them become the insurgency. I'd have used the existing government functionaries, because they knew how to keep the current government running. Put CPA on top in place of Saddam. Then, build democracy on top of that. Don't shitcan everything and start from zero, like the Bushie clowns did. It's why we're still THERE, failing. It's why they have less electricity and services than when Saddam ran things, three YEARS later.
