The pre-existing army had largely fell apart and faded away, also it was to closely identified with Saddam.

Frankly, what I thought they would do, was overthrow SH and then leave within a few months. Say "OK the jerk is gone... you guys decide what you want to do, but if you put in another jerk we will be back".

I still wouldn't have supported it, but it would have worked a hell of a lot better (and cheaper) than the occupation and nation building.
