I'd have used the existing government functionaries, because they knew how to keep the current government running. Put CPA on top in place of Saddam. Then, build democracy on top of that. Frankly, what I thought they would do, was overthrow SH and then leave within a few months. Say "OK the jerk is gone... you guys decide what you want to do, but if you put in another jerk we will be back". I still wouldn't have supported it, but it would have worked a hell of a lot better (and cheaper) than the occupation and nation building.
