Sure they did, and Bremer let them. But we could have announced that we were keeping the Army, continuing their salaries, only with the CPA in charge instead of Saddam. They didn't want to fight us with Saddam free - what makes you think they'd have been more of a problem than what we've got now? Surely you've read this? It's considered one of Bremer's initial blunders.
