I'm not sure, in the current environment, if there is going to be a proposal 'from the pipsqueek nations' that will please us. Not sure we should cater to them. What matters most is that the big guys - Europe, Russia, China, India - come to some general agreement as to how to handle rogue nations.

I think we start with nuclear proliferation. If we can be relatively safe there, that is a good start. If we are even handed (e.g. the nuclear club is frozen), it has a chance.

But, I saw an analyst yesterday who claims that Iran wants the bomb because of Bush's 'axis of evil' moniker. N Korea has the bomb, and is relatively safe from invasion. Iraq didn't, and wasn't. So, their rational is as an insurance policy against invasion. May not be what is in their leaders true hearts (power is the likely reason), but it is something they can sell to their population - given our sword rattling and history.
