Dubai could have worked a little to help themselves. They foolishly paid Clinton to advise them. Clinton said not to worry, it is a slam dunk. They also legally paid Dole, who probably provided assistance in getting through the bureaucracy. It is interesting that Clinton has forgotten to file his paperwork to register as a lobbyist. Dubai is vilely anti Israel, and provides financial aid to terrorists. If they announced that they were stopping the terrorist funding it might have greased the wheels enough.
